Here is the thing: Resumes represent where you have been. A cover letter tells where you want to be. You need to care more about the cover letter because that is what gets you in the door. You also need to be where the people are. There could be a major event with a company and if you are not there everything you do is meaningless. Your cover letter is the selling point. You have to sell yourself in a way that you have never had to before. You also cannot enter this world thinking you know everything.
